All states in India do not have identical powers. Jammu and Kashmir has its own constitution many rules of Indian constitution are not applicable to this state. Indians who have not born here cannot buy land or house here. Some units enjoy very little power. They are too small so that they cannot be joined with any state or form with separate state. These are the areas like chandigarh or lakshadweep, the capital city of new Delhi are called union territories. The central government has special powers to run these kinds of states. It is not easy to make power sharing arrangements of their own will. The parliament cannot on its own change this arrangement. Any change to it has to be first passed by both the houses of parliament with at least two-third of majority. Then it has to be checked by legislature of at least half of the total states. the judiciary plays an important role in overseeing the implementation of constitutional provisions and procedures.
